I'm not surprised. The JSTARS is kind of tailor made for Korea.
I'm sure the DPRK knows we aren't going to invade them. What is really needed is a 24 and 7 surveillance for the DPRK mobile missile launchers,
assuming the US ever perfects boost phase missile defense. The MDA is a worthy goal, but it has been one huge money sink. The system is so unreliable
that you need to launch four interceptors to be sure of stopping the incoming missile, but that is just a paper calculation based on the success rate
of one interceptor, which is a little better than 50%. There has never been an actual four interceptor launch.
The DPRK has had decades to create places to hide missiles. I'm sure the US knows them all, but real time tracking is something else.
