Sanctions against North Korea ... "Subtitle A—Sanctions to enforce and implement United Nations Security Council sanctions against North Korea" um, can't the United Nations enforce and implement their own sanctions?

Out of curiosity, what have Iran, Russia, and North Korea done to the US? I mean, it's not like they attacked a US Navy ship for hours and then claimed it was an accident.
