People do kill each other all the time, but here the REASON for the murder is the exceptional aspect.

We cannot have this.

Ban it forever here on American soil.

Honor killings are already illegal in America.

That guy was a criminal with a long violent record. If this man here was also a long time violent criminal we can compare them.
