EXCLUSIVE: Defense Department investigators have discovered “potential security risks” in a Pentagon program that has enrolled more than 10,000 foreign-born individuals into the U.S. armed forces since 2009, Fox News has learned exclusively, with sources on Capitol Hill and at the Pentagon expressing alarm over “foreign infiltration” and enrollees now unaccounted for.

After more than a year of investigation, the Pentagon’s inspector general recently issued a report – its contents still classified but its existence disclosed here for the first time – identifying serious problems with Military Accessions Vital to the National Interest (MAVNI), a DOD program that provides immigrants and non-immigrant aliens with an expedited path to citizenship in exchange for military service.

“The lack of discipline in implementation of this program has created problems elsewhere,” said Rep. Steve Russell, R-Okla., a retired Army officer who sits on the House Armed Services subcommittee on military personnel. It was Russell who first publicly sounded alarms. During the markup of the latest defense authorization bill, on June 28, Russell noted: “The program has been replete with problems, to include foreign infiltration – so much so that the Department of Defense is seeking to suspend the program due to those concerns.”

If you are a foreign country like say China, what would be the best way to infiltrate the U.S. military than using a program like MAVNI?

The aim of the program was to recruit foreign-born people, with no legal status in the U.S. but who have skills in high demand by the U.S. military, such as medicine, or languages like Mandarin. As a reward those foreign born recruits gained access to a U.S. citizenship fast-track.

However, after more than a year of investigation several issues have been found with the program which include possible foreign infiltration, as well as several recruits being missing. No one seems to know where the missing recruits are, where they are serving, or how many are actually gone missing. This in itself is very concerning.

Not much is being disclosed pending litigation. However, this is not the first time that concerns about this program have been brought up.

Defense Secretary James Mattis brought up concerns about this program, and seven of the foreign-born recruits filed a lawsuit against Mattis back in February, citing that "top brass made a decision last September to tighten up access to security clearances issued through MAVNI". The foreign-born recruits complained that this decision "had a crippling effect on their military careers".

As a personal note I would like to clarify that such decision to "tighten up access to security clearances" isn't something new. For many decades now if a military recruit had "families in foreign countries such as Cuba, China, Russia, etc", even if such recruits had some of the highest scores, the military would limit the rating/MO that the recruits could chose. Some ways that these restrictions could be lifted included having a letter of recommendation from your Senator, or knowing some high brass that could recommend you. Other than that there wasn't anything you could do, hence those recruits could not choose some of the ratings/MO, such as Intelligence, due to security concerns.

This was a major story in certain military circles this morning. Talk is: Trump might start kicking more people out of the military than 0bama ever hoped to sneak in. They're saying he pulled General Kelly in to be his Chief of Staff ... so that General Mattis would be unable to push-back on certain policies that are about to come down hard.

Yeah, this is very concerning, more so because these recruits had no legal status in the U.S., nor were they living in the U.S. at the time of their recruitment. How do you verify that these recruits were/are not infiltrated as spies, or worse?

is it conspiracy, cockup, or a mixture of both? Is the question that comes to my mind.

Yah thats right, invade countries and train those willing to collaborate with occupation and subjugation, fighting on behalf of the empire against their own country men.

Train them well in the art of Insurgency, and hope to god they never wake up and turn on their oppressors.

10,000 soldiers that are not your citizens ... let me see ... that would be the definition of a mercenary force!

Um, sorry but we let a bunch of non citizens into our military and now we can't find all of them so ....oops our bad , now we can't even trust our own guys .
And why are we building a wall when people can just join the military and get paid training to kill us ?

On slashdot, they said that anyone could join the US army at the lowest rank. If Chinese wanted to infiltrate anywhere, they would take positions in USA (and UK) universities, take post-grad courses, do post-doc research.
