Well the EO does not grant the right for former Presidential employees to have any access. There needs to be a decision to waive section 4.1.a.3.
That McMaster, against a back drop of serious leaks on a regular basis, and after accusations of spying, would take this decision for Susan Rice is pretty shocking.

It has been proven and was made very clear by the FISA court.

Collyer, said the court had learned in a notice filed Oct. 26, 2016, that National Security Agency analysts had been conducting prohibited queries of databases “with much greater frequency than had previously been disclosed to the court.” It said a judge chastised the NSA’s inspector general and Office of Compliance for Operations for an “institutional ‘lack of candor’ ” for failing to inform the court. It described the matter as “a very serious Fourth Amendment issue.”


It is also relevant, as against a backdrop of serious abuse by the Obama administration, one of the very same administration would be given access.

Just as an update - or clarification as it is in the source story art circa:


The undated and unclassified letter from McMaster was sent in the mail to Rice's home during the last week of April. Trump was not aware of the letter or McMaster’s decision, according to two Senior West Wing officials and an intelligence official, who spoke to Circa on condition that they not be named.


It's odd that the letter would be undated.

It is significant if this letter was in the last week of April though as it is shortly after Rice was named as one of the people making unmasking requests on conversations about political rivals. It would make it even more incredible that McMaster, at the height of the discussion about Rice all over the news, would waive her restrictions for access.

It's important to note that this in no way implicated Rice or anyone else other than "analysts" and they indicate it's a matter of the scope of the systems used. Also, it shows the admin was actively working to remedy the problem.

Again, this is a deflection because it does not prove anything in regards to direct orders from Rice, Obama or the intent of McMaster.

His letter is in line with the EO and standing policy.

There's no doubt Mcmasters has to go. He's been firing Trump loyalists and keep Obama holdovers. Then says "there's no such thing as Obama holdovers." Trump hired out of desperation as a las to resort after Flynn was fired. This is truly a coup on all fronts we are witnessing.

You do realize that there has been no dismantling of that apparatus, right? They're still collecting everything they always were and considering Trump's close alliance with Peter Thiel, his CIA-funded company, Palantir, likely stands to increase its government contracts.



Not entirely true - the FISA court confirmed that the new administration had substantially changed the procedures by which US citizens were caught up in surveillance.

It's not universal, but it's SOP for a lot of people with high level clearances when they leave a job that requires a high level clearance. This includes flag ranked officers, heads of certain agencies and offices, etc. Very often, people who were in those positions get called back for some period of time to provide information to the new people in those positions about what happened before the new people came on board. If the old people didn't have a security clearance, they couldn't do that.

This is why Hillary retained a clearance after leaving the office of Secretary of State.

There's nothing unusual about this action.

Didn't a U.S. General named Alexander Haig stage a coupe against Reagan? As a kid, I recall him saying that he was now in charge of the Government. Didn't last long though.
