God of course allowed his creation to exercise free will, but punished the angels as well.

For God to destroy Satan would be suicide. There are plenty of examples of a wicked, vengeful, wrathful God in the OT. There are for comparison plenty of instances of the loving, 'humane' God. The only answer is that they're inseperable.
