I think Obama was seen as weak, Trump is diffidently not seen as weak. We saw this when Obama went to Saudi and was basically alone on his arrival and walking down the stairs there, Trump was met by the King at the bottom of his stairs.
Obama apologist attitude was not taken well by world leaders, to say the least.
We need to remember that the whole Russian "cold war" angle was a Hillary narrative, and if Hillary was President today we would be back in a cold war scenario.

They mean nothing if the main parties are not part of the cease fire. Syrian Government, the rebels, and ISIS are not part of this and they are the ones on the ground fighting. It is between Jordan, USA, and Russia.
