The UK has some of the toughest gun control laws in the world. If you want to own a gun, it is very difficult to do so.
Out of 65 million people in Britain there is 138k gun owners.
I would call that disarmed.

My parents took me to London. I saw the Constables carried a stick with them. Like a small club, to hit the bad people with. I think they also had a whistle, but I don't know what that was for.

Better start arming your police officers.
We have police who are firearms proficient and called when needed.
We don't have a need, most of the time, for a police officers with a firearm. If we do, they get called.
You weren't ignored your police officers with an actual ability to stop an ongoing situation are plan B meaning that they aren't on the scene unless otherwise told to be which means your typical first responders do not have an ability to stop an active situation.
