Yes. Just about all the sounding rockets follow a similar path, depending on the area they're targeting for the release.

No, SpaceX is launching a Falcon 9 on a NASA mission, using NASA facilities. They already have the facilities in place, and the telemetry links, so it makes sense to use them.

Maybe I'm misunderstanding what you mean, but NASA still conducts launches. Sure -- so does SpaceX and Orbital Sciences (and other companies), but NASA hasn't stopped launching rockets.
