It's never going to happen. Natural gas is easier to mine, cheaper to sell, burns cleaner, provides more energy, and is safer.
The out of work miners who still carry their pick axes around with them (yes, they do this) in Appalachia are going to have to continue to do so. Perhaps, rather than try to bring back coal jobs, we could instead teach them how to read, and then how to use those reading skills to learn new jobs.
