That's one opinion. Another is that Trump DID in fact push past the PM but the PM maintained social graces and his "camera face". If you look closely, the second Trump puts his hands on the PM and starts to push past, the PM has a shocked look on his face that almost instantaneously changed back to "camera face". The slow motion in that video makes it easy to see.
