It doesn't "seem to be" a hoax, it IS a hoax! It's lifted by a fishing line.

For one thing calling a cell phone wrapped in foil will have no effect, because the foil cancels all EM radiation before it reaches the phone. It's known as a "Faraday cage", and there are many other things which make no sense at all. It's just a prank to see how little about science some people know. It makes about as much sense as this hoax source of "free energy", it's just stupid:
