It is a skill that all persons involved in that field have to develop in training, in order to be properly prepared for it.
The brazenness of this mans observation of you does not seem to gel with the idea of an investigatory effort, certainly not one undertaken by an official entity, and not one undertaken by a particularly quality focused benefactor either.
It is far more likely that the individual is simply a few pins short of a frame.
