It has actually nothing to do with Trumps intentions with the tweet, but how Comey perceives it.
If he, Comey, takes it as a threat, it's a threat and Comey should report it.

The tweet can also, IMHO, be seen as an attempt to obstruct justice....

This is only "real NEWS" in a country run by a childish, illiterate dictator, especially a childish, illiterate dictator in trouble. When a country is well run by educated citizens, good trade deals are par for the course, not "real NEWS". That tweet about beef is cow plop. And he thinks he's being so smart with this tweet.... does it get any more pathetic? .... wait, it probably will

Trump continues to talk out of his ass, obviously then it's a load of shiite, which in turn puts him in even more shiite.

Another example is what he said in the TV interview, one minute he wants the FBI to get to the bottom of the Russian thing, ten minutes later he then says it's all rubbish!

Okay Comey has now gone, but Trump hasn't put the wind up the FBI, since they did the raid on the Strategic Campaign Group who not only has ties to Stone, Black, Manafort and more, obvious Russian ties there, but maybe money laundering ties...perhaps a distinct Russian source there too, as Russian oligarchs have money spread all over the globe....the two headed gorgon perhaps?

That was Trump's goal. Plus, it was a public threat. Whether it worked or not on Comey isn't the point. Trump's intent is clear, and his Tweet was a clear cut case of Witness Intimidation.
