These days DJI Phantoms can be bought by anyone for a few hundred bucks. Battle lines in Syria are only about 1 km or 2, well within range of Phantoms. Phantoms can carry a payload of a small bomb, and have a track record of killing many soldiers, including an American soldier in Iraq. Strela-10 is the Russian equivalent of Avenger and fires short range low altitude MANPADS missiles. The launcher truck has radar and EO to acquire targets and shoot missiles.

Well it is not only effective against drones, it can take on much larger threats. The main advantage is being able to see it on radar I am assuming, as it is small and needs a specialized unit to target and engage. I suppose once they get a general location, they can use any number of the anti-drone launchers that are being privately developed worldwide.

Toy drones have very little heat signature. It is unlikely a MANPADS can lock on its heat signature. Better to use Pantsir which has radar guided 30 mm autocannons which are much better against toy drones.

Honestly it is doubtful this system is being imported to target DJI phantom drones... The Syrian forces are being re-deployed with the implementation of safe zones by Russia, Iran, and Turkey. Me thinks these systems are for as they get closer to Raqqa through Der Ezzoir .

Overkill, and off target....in the sense there must be a better system for tiny threats, but this large system is "sold" as a diversion.

Interceptor drones might detect the noise, maybe with tethered balloons as remote sensors.

That's an absurd waste of resources. Those Pantsirs are the most advanced air defence system in the Syrian arsenal (as well as the best in it's category worldwide). They are needed for defending vital locations of strategic importance.
