Honeywell runs Sandia through this holding conpany:

You may note Brian Adkins is listed as the "range manager". Previously his title was the base commander. You can Google Brian Adkins for his USAF experience.

I managed to corner the president of Sandia after a public presentation regarding how Sandia gets transfered from owner to owner. She said it was hard to explain, and after the explanation, I agreed. But it has something to do with a transfer of 100 shares of stock.

Note that the Tonopah Test Range is joint managed by both the USAF and the DOE (Department of Energy). Sandia is associated with the DOE, though they do testing for the USAF.
