Do to threats from North Korea. local leaders are urging that civil defense plans, which have not been reviewed since mid 1980's be updates

This includes identifying and stocking of shelters

This includes shipping in food stuffs as most of Hawaii's food is imported from mainland

Many of the buildings that are on the fallout shelter list don't exist anymore.”

That isn't just Hawaii.

Close to the entire civil defense infrastructure simply doesn't exist anymore.

If I am not mistaken civil defense was merged in to Fema.

Both China and Russia have massive facilities for the populations.

We need to start rebuilding ours.

They can be used for just about everything.

Nuclear war.

Pandemics.

And even that infamous climate change.

We need to get on it.

Even in places like South Florida.

That's hammered by hurricanes every few years.

There isn't much in the way of civil defense.

It's cheaper to let people die than to save lives.

Shelters are nothing but glorified tombs when it comes to protection against nuclear fallout.

Much less painful and quicker to die in the initial blast than slowly have your cells destroy you from the inside out

That isn't true.

Time/Distance/Shielding.

And building technology today has advanced quite a bit.

I'd re-phrase that. Hawaii's not doing it. The United States of America...of which it is a state...is.

7/10 rule

Every factor of 7 hours results in radiation decreasing by factor of 10

7 hours - 1/10 of initial level

7 x 7 (49 hours aka 2 days) - 1/100 initial

7 x 7 x 7 (343 hours, 2 weeks) - 1/1000 initial

half thickness - amount of material needed to reduce radiation by half

Below is thickness required to reduce radiation to 1/1000 ( ten half thickness)

Material
Thickness (inches)
Lead 4
Steel 10
Concrete 24
Packed Dirt 36
Water 72
Wood 110

3 feet of dirt needed to reduce radiation to 1/1000
