The GAO has dismissed the Bombardier protest of the Compass Call recapitalization as premature. The Air Force selected L3 to install the mission systems on a new aircraft, to replace the EC-130. They are allowing L3 to select the airframe, but have already said that the G550 is the optimal airframe. The Bombardier G6000, and Boeing 737 Wedgetail were ruled inadequate.

Bombardier argued that allowing L3 to select the airframe, already designated EC-37B, violates procurement rules and makes this a sole source contract. The GAO ruled that they are basing their protest on events that haven't happened yet, and dismissed it as premature without ruling on the merits of the protest.

Surprise. Boeing is protesting now, because L3 was selected without a bid to be the ones to install the equipment on the new airframe. Boeing claims that they could do the same job, for at least the same cost, and probably faster. This despite the fact that L3 is the one that has done all the upgrades on the existing Compass Call, has all the tooling to do the job, and knows all the requirements involved in doing the job.

The House version of the 2018 Defense Authorization Bill includes language that will stop all funding for the Compass Call recapitalization until it is confirmed that the program complies with acquisition law.

Well, the program is back on track. GAO denied the protests and the Air Force went ahead and decided to let L3 choose the platform. Unsurprisingly they went with the Gulfstream 555 / EC-37B.
Excellent choice IMO, the Gulfstream 555 is used by many nations for similiar missions, adopting it for Compass Call should go smoothly.
