Let the page load up and do a search for the words "Testimony of Mr. Don Phillips." The problem I find is that he talks about how aliens helped us with the development of Bullet Proof vest. But if I recall correctly, bullet proof vests are derived from polymer chemistry. And I think many of the bullet proof vests are all organic polymers. And organic polymers come from organic reactions that we have been STUDYING FOR MANY MANY MANYYYYY DECADES. Those are just simple reactions. So its hard to believe that aliens helped us out in this regard.

I really couldn't say. Though if you are working on reverse engineering technology that might be hundreds or even perhaps thousands, millions, or billions of years more advanced than your own, it would at least take you some time to figure out its mechanics. Perhaps decades, perhaps centuries or millennia.
