They were called spectators . Often confused with saddle shoes which were similar but without the cut work .

Those are a variation of saddle oxfords. EDIT: Ah, I see I was close, but not precisely correct. Wingtips, yes. Saddle shoes, kinda. Anyway, thanks to Silly and Olaru and others for educating me!

Nope saddle shoes have a full saddle of color on white( or contrasting color) and no color on the toe or heel.

Oxford is generic it just refers to shoes that lace up (or sometimes in the UK a dress shoe. )
