Trumps tweet wasn't a lie. If it was, it wasn't his lie. The lie started with the MSM during the election. He just weaponized their lie against them, in front of congress, for all to see.

He said there was no evidence for Trumps claims in his tweets.
The ordering of surveillance is a red herring in the question of whether Obama was INVOLVED.

Was Comey's decision made on his actual tweets, or the official "clarification"?

It was a lie according to the letter of his tweet, and to be honest I am happy leaving it at that otherwise we'll end up with endless definitions of the word 'lie' and parsing of every word. It's meat that the Democrat dogs don't want to let go, even if it is rotten.

Comey's denial of any evidence was based on the letter of the tweets. They were read out exactly by Schiff.

He would not answer the questions relating to Obama's involvement in the counter intelligence - specifically whether he had briefed Obama.

If other agencies were wire tapping, the FBI would not necessarily know about it.

Especially if such agencies were involved in deep cover domestic surveillance.

The classified stuff is still classified and not published to the public.

The "clarifications" came quickly afterwards in order to provide damage control, which has become the current narrative.

And before you go there, right after the initial tweets when people were asking what the president meant by that, Spicer stressed that we let the tweets speak for themselves.
When the IC started hinting that there may not be any corroborating evidence to support what the president was saying the narrative began to change to include the importance of punctuation in some tweets which expands the meaning of tapped to include any surveillance.
Couple that with the fact that trump told us the other day that he got the idea of surveillance from a NYT article that had appeared six weeks earlier than his accusatory tweet and by questions asked by a Fox correspondent in an interview of Paul Ryan the night before the tweets. It sure looks like what we've all described when defending our point of view against any foe or adversary here on ATS ...namely...moving the goal posts.

The "narrative" about rolling back the tweets is factual. It's what happened.

Of course it means he was involved if he was briefed.
As Gowdy intimated, we also need to know if he requested unmasked information.
At the moment he himself has not been ruled as the leaker.
