Britain's spy agency GCHQ has secretly gained access to the network of cables which carry the world's phone calls and internet traffic and has started to process vast streams of sensitive personal information which it is sharing with its American partner, the National Security Agency (NSA). The sheer scale of the agency's ambition is reflected in the titles of its two principal components: Mastering the Internet and Global Telecoms Exploitation, aimed at scooping up as much online and telephone traffic as possible. This is all being carried out without any form of public acknowledgement or debate. One key innovation has been GCHQ's ability to tap into and store huge volumes of data drawn from fibre-optic cables for up to 30 days so that it can be sifted and analysed. That operation, codenamed Tempora, has been running for some 18 months. GCHQ and the NSA are consequently able to access and process vast quantities of communications between entirely innocent people, as well as targeted suspects.

Who has that job ? I found this but "Martial law on the national level may be declared by Congress or the president. Under Article I, Section 8, Clause 15, of the Constitution,

MARTIAL LAW The exercise of government and control by military authorities over the civilian population of a designated territory. Martial law is an extreme and rare measure used to control society during war or periods of civil unrest or chaos. According to the Supreme Court, the term martial law carries no precise meaning (Duncan v. Kahanamoku, 327 U.S. 304, 66 S. Ct. 606, 90 L. Ed. 688 [1946]). However, most declarations of martial law have some common features. Generally, the institution of martial law contemplates some use of military force. To a varying extent, depending on the martial law order, government military personnel have the authority to make and enforce civil and criminal laws. That is also known as the militia clause of the Constitution. Congress can call up national guuard units and federalize them under very limited circumstances.


"To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;"


* - When a state refuses to enforce / comply with Federal law. This was used in the 60's when black people were allowed to attend white schools. A governor refused to comply and the President / Congress federalized that states guard units and deployed US marshals to enforce the law.

* - To repel an invasion of the US either by a foreign power or a state thats gone bonkers.

* - To put down a state who is in insurrection against the US government.

Absent the 3 criteria listed A P[resident nor Congress can declare martial law. During hurricane Katrina the Governor of Louisiana refused to place her states guard units under federal control. Bush was told the only way to override the Governor was to declare Louisiana in a state of rebellion / insurrection. It was also pointed out the action was not supported by any law / constitution.

Its why we had essentially 2 military chains of command. 1 answered to the federal government and one answered to the state government.

A president cannot declare martial law absent 1 of the 3 criteria being met.

Pick your favorite. Though the interview is over now.
Why do you have to challenge every little thing?
If you had simply asked what station I would have told you but you qualified that request with after last night it matters like you're challenging me personally as to what my sources are.
The house intel committee is nonpartisan. What ever they have to say is nonpartisan so it doesn't matter what news station is airing their interview. They were interviewed by most of them.

These things can have vastly different meanings depending on which station it is. Trumps tax returns revealed was on "the crawl" last night was it not?

Jeff Sessions says he never gave Trump any information that led to his accusation against Obama.

Nunes says the Intelligence Committe have seen no evidence of Obama ordering surveillance on Trump.
Also says there is no evidence that anyone from the Trump Campaign met with anyone other than Kislyak.

Schiff says he's not so sure.
