His genealogical descent, whether traced accurately or not, is beside the point.
The decision is made by Parliament. Specifically, the Act of Settlement of 1701. If he is not in the eldest line of descent from the Electress Sophia,
he stands no chance.
Unfortunately for the chap in question, the first person that could conceivably be called the King of the Welsh was Rhodri Mawr, 9th Century King of
Gwent. He conquered most of Wales, unifying the Kingdom.
A claim relating to 3rd Century lineage is therefore null and void purely in historic terms, never mind anything legal.
