Well, a damned good start would be to put a blanket ban on prosecuting those who make classified information public, unless they release that
information exclusively to foreign governments, rather than to the public first. If, in the case of someone like Snowden, they make their releases a
matter of public record, as a defence mechanism to protect the rights of citizens, then no matter how inconvenient for the government of the day, that
act must never be seen as criminal.
Also, when such revelations as he made are made again, those responsible for the programs, their existence, everyone from the coding specialists who
designed the software, to the politicians who knew about it and allowed it to continue, get arrested for treason against the people, and either
summarily executed or put in prison for life.
The reason I say start with this, is because it is very hard to get a politician to tell you they are lying. But it would be a damned sight easier to
get their underlings to report them when they do, if they knew they would be supported by the electorate.
