IF this was true the lighthouse wouldn't flip from adjusting coarse 15 degrees north to 15 degrees south. Nor do I think the overall conversation would have happened as such.

The story I heard was about the Spanish Navy being retrofitted with glass bottoms, so the new Spanish navy could see the old Spanish Navy.

No that, I believe, was the Italian navy. (That version at least has historical roots. Ships of the Italian navy did get sunk during World War2).
P.S. Or perhaps the story you heard was based on Trafalgar, and then got transferred to the Italians. These stories float around in the collective mind ready to be used and re-used.

You do realize that this is a fake radio conversation. This story is as old as the hills and goes back decades. The US Navy has a website article on it. The "lighthouse story" has been used as a joke going all the way back to the 1930s. The story just gets updated and churned out now and again.
