Laws don't evolve they are not living organisms either the law still applies or it doesn't. If it doesnt it's removed if it does it stays the same. By the 2ay to answer your question roman laws lasted over a thousand years. If you have a system that can add new laws there is no reason to remove the old to be honest.

Correct Congress has to have a constitutional convention, and I forget, but a certain # of states have to be for a change (amendment) to the constitution.
