It's just a chunky flying wing. Both slow and unstable.

They are crediting much of the pioneering microwave development history too Jagadish Chandra Bose.

Microwave beam width in the GHZ range creates quite a narrow beam. Early German experimenters were bouncing microwaves off the moon which of course is not a fast track dish technology.

We could possibly reverse engineer a device designed to fly the 1420.4 MHz frequency but citations might be still classified?

The reason I believe this is still classified is that according to Wiki the stepper motor was not invented till 1952 and they were hiding the type of tracking used for common optical storage devices used during the 1960's.
