Yeah well that is kind of the genius of the United States, each state has a certain statehood but must remain one nation under god. There is an order of importance to the 5 laws of statehood, 1.borders 2. Religion 3.currency 4. nathional anthem 5.flag? not really sure but to answer your question of course atheism would be a unifying religion to keep a state together what is different is the culture of that religion, we can be a community of ritual's where religious norms enforce culture as we are. But the ritual's are not universal you know what im saying suffragettes used to blow # up to get the right to vote but now we have them pushing for the acceptance of relatively anti feminist cultures like table cloth faces.
