as metaphorically the other state of function he was
required to operate in as a private businessman v DaPrez.
In disregard of which country, I believe it could look like
a whole different world-- but I can't imagine it.

As a figure of speech a lot of vets my age often refer
to the States and being back from a hot area as
"back in the world". Although strange sounding, it
doesn't seem like time travel is involved with the
odd term; but on the other hand I'm pretty odd for starters.

ofc not because in his time the world looks completely different. everything is different. so it's by definition a whole other world not just time but everything.
the oceans might be dry in his time line for example. so you see its not just time but everything, so word World makes sense
