They'd probably put delayed implementation dates in the law to give time for a less dramatic transition. That and incentive programs for insurance providers who stay in business up to specific dates. Even the ACA's provisions didn't all go into effect immediately.

It would be wiser to INCREMENTALLY cut power and funding to the DEA, FDA, EPA, Medicaid, Medicare, and ACA. Then you cut federal income taxes and corporate tax. That alone would be an excellent primer for competition and consumer spending.

Price caps are purely subjective, and only offer the illusion of stability. As long as the FDA and DEA control who rises and falls in the drug industy. There will be no honesty in Pharma.

Same with hosptals and private practices. They are over regulated which puts an unfair monetary burden on them, which is worked into the bill that is submitted to the patient's insurance.

So tort reform for providers, a massive cut in Federal regulations across the board would do a tremendous amount of good.
