It is traditional for appointees like the Commander of DC's National Guard to submit a letter of resignation to the incoming administration. Usually, it is turned down for the sake of continuity. Major General Schwartz has held the position since the Bush administration. The Trump transition team accepted his resignation, which means that he automatically loses his command at 12.01, when the next administration begins. The bad is on Trump, not Obama. Let's see if they fix it.

The transition team asked the General to remain on a few extra days and he declined. As has been stated previously I doubt any political appointees will retain their jobs.

They only asked him to stay on AFTER they accepted his resignation, then realised they had stuffed up and did a backflip to try and hide their embarrassment, but it was too late by then!
