so, does this mean that the feds will be paying all the costs in all 50 states for elections, or will the states have to pay for it and play by the feds rules?
I think some states are going to tell the fed " if we are paying for it we are doing it by our rules"

Just an FYI. We already know that the internet is going to get a makeover as soon as Trump is official. He said so himself that he thinks "Net Neutrality" was a bad idea and he's against it. So it's just a matter of time before that gets changed and the net traffic and priority of data transfer will be sold to the highest bidders.

Your one qualifier of "institutionalized" meant the world.
Firstly, it says that an institution taking any form can be impartial:
which in a political process is an impossibility, if not dismissed
for its own disregard for the dynamic of volition. Whether
noble or otherwise, a consortium works toward its own survival..
at least politically.
I can't in good conscience underwrite a schema that works within
the pubic interest: and still for is own sake needs to remain secret
to promote its mission. It's counterproductive to the transparency
they in fact have promoted for their own mission.

ATC (air traffic control) language is mandated English. It doesn't
mean in any sense that's the best way to go, but we're stuck
for now with it.
Whatever standard for political vernacular-- who knows? I hope
someday we can all agree on interpreters that don't lie.

Basically, they are institutionalizing the US election process. It’s a sneaky way to expand Homeland Security’s footprint in the US by setting up local regulatory offices. If any state refuses to accept the new system, both guns and lines will be drawn.

It is the same gameplan used by the big O since he took office.
Weaponize the irs
Weaponize the epa
Why is anyone surprised he is going to weaponize the DHS on his way out?
The funny part of this is NSA has all the info. If it is transmitted or received electronically the NSA has it. NSA is not "supposed" to spy on americans unless they have a fisa warrant. Surely someone in the know got with the NSA and has evidence against the "russian hackers" right?
The legacy of the big O will be the largest illegal expanse of executive branch powers in the history of the usa.
It will be interesting to see if trump will invalidate this aggressive overreach of power.
