A person who just has a stash of drugs, and is fleeing the scene of an operation poses little threat, but if that individual was armed and had a history of violence when threatened, then there may be mitigating circumstances to justify the police action. Until we know more of the situation as it stands, we would be ill advised to form any firm speculation as to the motivations of the officer or officers involved in the shooting.
