what if there was a man who never stopped, served as the worlds working model, operated outside the existence of all things, but did so merely as ability for use as a tool. I imagine the embodiment of the absolute might not have any personal agenda of its own. A purely primal part of earth And everyone qualified to use such a tool took the opportunity to say "nuh-uh" "are not either".

Hydraulic ram pumps raise a small amount of water from the flow of a large amount of water. If you tried to power one with a pool of water, having it empty back into the pool, it would quickly run dry. Water on the Earth is raised by evaporation, which is powered by the sun.
These are closed systems. If nothing enters the system (like flowing water or solar energy), the system cannot be self-sustainable. The OP describes a closed system; it will require more energy to operate than it will produce.
I'm not going to make the statement that energy production outside our experience is not possible... but it will require operation outside of a closed system. Thus far we haven't been able to accomplish that. It will also require a working proof-of-concept model, thanks to so many impossible ideas being loudly proclaimed as truth by those who know no better.
Oh, and man does not make natural law. We simply work with them.
