Chirac and France in general are a joke. If they hadn't totally destroyed their credibility with the American public maybe this idea would have some credence. Unfortunatelly I can't think of a single world spanning organization that I would trust with another dime of my cash based on past track records. Besides it falls under yet another way to penalize the first world nations for succeeding. Most third world nations have these problems and will continue to have these problems because no matter how much aid is given almost none of it reaches it's intended destination.
And Btw no matter what you say about America being this or that or the most corrupt regime on the planet, the facts plain do not support it. Yes our current administration is a horrible travesty and committing acts that most of us cannot rationalize in any way. But our system still functions at least partially, hence interstate highways, hospitals that don't run out of drugs, and a myriad of other things.

Let me see, first Chirac wants to made a 'senator for life'.
Coincidence has it that many (about 56+/-%) in France simply want him to not re-run for President in 2007, and simply to just retire.
Now he wants the richest nations to come under a international tax that would help combat AIDS, the poor/poverty, and those hit by natural disasters.

How noble.
Amounts to another typical socialist dream.

Tell you what, just to set an example to the world, Mr. Chirac, how about "experiment" in your country first and raise your nations taxes to fund your AIDS/poverty/natural disaster plan and see how long that "experimentation" lasts, eh? If it works with no inherent problems, then present your plan to the international community. Millions to billions are already spent on AIDS worldwide, has it curtailed it? If not, this Chirac plan will? How about educate first, cause if you don't, it will amount to spitting in the wind, till someone else decides that this international taxe should be raised. Yeah, thats it, the more you spend, the more it will help curtail and prevent AIDS, poverty, etc. Riiiigght.....

Honestly folks, I'm appalled by the large amount of negative responses here, especially the lack of a more compassionate understanding towards the greater good. With Chirac's idea we have an opportunity to build off our government and their Tsunami giving hearts to secure a better financial army in combating this disease, this threat to mankind. The minuet fraction taken, the actual taxation upon each nation, in comparison to the enormous amount a nation will spend on it's military, well it's not worth bickering over and will hardly break the backs of wealthier nations.

This type of taxation can be stock piled over time to help rid our world of famine, diseases, the devastation left behind by natural disasters, we could name it the axis of good tax
. Although success does breed corruption, the evil doers in high places will always seek a way to manipulate and destroy something god would be proud of. That being said, let's show the evil of this world that good will always prevail!

Chirac calls for global tax to fight AIDS

"I propose today moving forward through the creation, in an experimental way, of a levy to finance the fight against AIDS," Chirac told delegates in Davos

I applaud Chirac for proposing a solution to ongoing threat to mankind.

Comment: I do not applaud any global tax whose primary beneficiary is not AIDs patients, but worldwide pharmaceutical cartels. Oh yes, the purpose is always "saving the children," and "keeping you safe," and "freeing us from AIDs," but the end result is global tyranny, as if local tyranny was not enough. Once the foot is in the door watch that $10 billion figure mushroom into thousands of medusa heads. Meanwhile, since all the money is in AIDs who wants to cure it by proven techniques that have been suppressed and will continue to be suppressed?

There is nothing in there I feel even a compulsion to respond to.
