I could be wrong, but it could be a coding issue that they are specifically being ignored. Some symbols are an inherent part of php, asp, ruby that
may make them difficult (internally) to manage if they were left as the text string in a title.
Also, it could open up the title to having emoticons and emojis in them and I think the general concensus is we don't want to see that.
I remember a discussion, somewhere in the back of my mind, that far too many !!!!!!!!'s and ?!?!?!?!?!'s were being used in titles.
