No, he knows exactly what he's doing. He wants to humiliate the man who most humiliated him: Mitt Romney. Romney would actually make an excellent Secretary of State, and it would normally be a good move for his career. Of course, to accept, he would have to get on his knees and apologize to Trump and publicly extol him as the greatest living demi-god. For Romney, this is like the devil tempting Jesus in the desert.

That's why Trump has had a parade of other "hopefuls," including at least one Democrat. Romney, in all humility, knows he's the best candidate. It is blatant, sadistic, manipulation on Trump's part.
