It looks pretty clear to me that he said their investigation was completed. Meaning closed, now it's reopened.

There are many sources for the story of the internal rebellion at the FBI. The internal rage is directly aimed at Comey and McCabe. Disbelieve or believe as you please.

KimDotCom speculates that there are no new devices but rather the FBI has been given the NSA's complete record of the the Clinton server and related emails (either downloaded from the NSA cloud or from the Utah facility). I have had a few old, old friends claim that the Weiner and Abedin story is a false narrative meant to cover the fact that the NSA has everyone's everything in the USA (and beyond) and that the NSA chose to make its voluminous record available to "many points of light" within the FBI. Comey could not stand against such a development. Believe or disbelieve as you please.

It's the conclusion I've come to based on the letter Comey wrote, and the 8 page letter Chaffetz wrote to the deputy director, regarding conflict of interest, the day before.
