Just so you know, hutch622, a plane does NOT need to be stealth, to be invisible to regular radar systems. It just needs to be outside their field of view. Most standard radar arrays have a range of about one hundred miles or so, and have limitations where things like altitude are concerned, being unable to tell the difference between an object, and the ground below certain altitudes.
Over The Horizon systems, which have much greater range, do not have these limitations, but are not used for air traffic control or monitoring. They are used by military tracking stations, but as far as I am aware are not part of any nations air traffic control infrastructure.
