Electoral votes are based on popular votes , by State.Only 1 way any delegate from the Electoral College can change . Illegally with fines for doing so.

Only in the primaries.It is still "illegal" in the general.Remember , the "hanging chads" in Florida ? And Bush won the Presidency with only +6 votes there ?
