New member cant send private message. Help please?

Hey folks.
A friend of mine has just joined our community and cant send me a private message.

Is there a minimum post count he must do? I'd say there is i just dont know what it is.

He hasnt posted anything yet.

Can someone tell me how to resolve this please?

yeah 20 posts, a good friend referred me from New York otherwise i wouldn't know how the hell this place worked. I'm so not technical.

I think they even lowered it to 5 posts.
