Who has been leaving crates of weapons in Chicago's inner city?

I remember seeing an interview years ago with an older, black gang banger from LA. He said that back in the 70's and 80's, quite a few times, trains stopped in their neighborhood (Watts?), unhooked 1 or 2 boxcars at the end of the train, then took off. Of course they broke into them, and inside were guns (AK47's and others), crates of ammo, and drugs (usually weed and coke). But I can't find this video now.
