Plutonium is an element. Symbol Pu, atomic weight 94. It's stardust. So no. It's natural to the planet as it is in the star that created it.
From another viewpoint regarding nuclear...we are all just a mass of excited electrons when you get down to that level.
Either way nuclear is here to stay.
The problem is plutonium and nuclear together.
They need to find another atom to split that doesn't release radiation. (Another one of those naturally occurring in the universe things) and they
will. I have faith in that.
