Stargate is fiction. In real life we had no plans to rescue stranded astronauts on the moon. When the Apollo 11 crew broke off the ignition switch, if they hadn't figured out a way to start the ascent, they would have died on the moon.
Two: I assume alien governments, or smugglers, have great costs invested in their crew, cargo, and craft. Why are crashed UFOs never salvaged or crews rescued. Nobody ever got left behind in Stargate. At least usually nobody important.
Roswell is the only one I'm familiar with and it was a balloon, there was no need for a distress call.

Are you equating "UFO" with "alien spacecraft"? Becuase it's supposed to mean "unidentified flying object". Most UFOs turn out to be either manmade objects, astronomical objects, illusions or hoaxes, though some haven't been solved, but that doesn't necessarily mean they're alien. This applies to the rest of your questions too.
Four: UFOs do not use radio or any form of communication to report back? Someone uploading their pictures of crop circles to galactic Twitter? Maybe earth is in a galactic wireless dead zone. Bummer.
