If they know that people have a criminal record, how can they ask a certificate of good conduct from them, and why would they even if they already know they have a criminal record?

And I actually really don't care. All I know is it isn't everybody as claimed because nobody wanted to see mine.

"Das erweiterte behördliche Führungszeugnis" is part of SGB VIII and a special request in case somebody wants to work with kids and stuff. It's not mandatory for every Harzer, but rather a specific law protecting the kids from weirdos if you will.
