A major political candidate advising a foreign government to commit espionage in order to settle a domestic issue, is most certainly a national security issue.

How does one commit espionage on a deleted email? You can't. Therefor, he is not asking them to commit espionage on deleted emails. He is only hoping they have them. Trump clarified this already after seeing how unscrupulous everyone is being about it.
