I think I asked before but ,would such things be ramped up if we get into it with Russia or China?

Some of them at least would be.

China has always been tight lipped about operational capabilities on their aircraft.History has noted they are usually on par or slightly less than Soviet platforms..There is a huge push for modernising to try keep up with the USA but to just jump into the stealth game will lead to a huge uphill battle.

Producing their own engine designs seems passed them.

Their engines have improved a lot in recent years. Both Russia and China. Russia has an engine with an insanely high pressure ratio for a fighter engine.

This new cold war will produce some interesting designs.

China is investing far more money than russia both in engine and aerospace in general. while in the 1990s that investment advantage didn't mean a lot as there was little experience and a small technology base - two decades later that continuous investment has payed off. Chinese engines currently under development are getting really close to russian designs, their aircraft designs are comparable to russian ones and in specific areas like electronics (avionics) and stealth they may even be little better than what russia offers.
