The Picture upload progress bar loads 100%, the page kinda refresh the data, image is not there.

Console :

uploads.php:319 > Uncaught TypeError: $(...).spectrum is not a function

Jquery object is null.

That's happened with me. I was told that the image size for the pic I was uploading was too big. I'm not sure of what the size limits are but somebody else would know.
