Ii was done simply to increase the penalties for using those machines.

On my flight to Cincinnati today there was a lot of turbulence, is that the high altitude spirits getting run over by the aircraft?

It exists - it's still at the same address. It's just shut down, has been for some time, and has been purchased by UAF, who hasn't, as far as I know, done more than run a few diagnostics since.

Because the OP obviously wasn't aware...nor the person that made the video ... that it has been offline for quite some time. They were a few weeks away from scrapping the thing when UAF made the offer.

Whether or not HAARP exists... what do you make of the claims that the USA will be finished in 10 years? maybe the USA will use something else..

If the people that made the video didn't know something that basic, why would you believe them about anything else? Obviously, it's not much of a source.

HAARP was neither, given that it was loaded to the gills with post docs doing open lit ionospheric research.

There were only four or five S level projects going on, one declassed, one got blown by a general on a TV news show and the others moved to another site and went TS. A couple of them were brilliant and will no doubt spin off a lot of other uses, though, so they had that going for them.

It hasn't moved anywhere, really. There are a few small ionospheric heaters still in operation in the US but nothing very powerful.

And it's got nothing to do with Russians...other than that this particular one was too ignorant/foolish/wrong to understand that HAARP hasn't been on the air for quite a while, and in fact may never be again unless they get some paying customers.
