The base is on lockdown, and Turkey has closed the airspace, because some of their aircraft were involved in the coup attempt. That's normal in a coup attempt. The troops on the base aren't being held hostage by anyone.

This is just a normal lockdown. They had F-16s flying out of Incirlik last night involved in the coup, so of course they're going to lock the airspace down, so anything flying is theirs, and no the people involved in the coup. Guess what else flies out of Incirlik? US owned F-16s. The only way they'd be able to tell them apart is a visual inspection of the markings on them. So the chances of a shoot down are extremely high right now. Better to keep them on the ground, and not risk an incident.
